Elicia is is fought as a boss during the chapter 30 in two consecutive battles.

In the first battle she will attack when all the monsters except Shadows are defeated. She has powerful magic and enormous MP. Her "Holy Lightning" and "Punishment" are not as dangerous as "Crime" which damage formula is x3. Luckily, it can only be used when she is next to your units. Her FD's "Doomsday" however deals massive damage in cross pattern and should be averted at all cost.

In the second battle she has enourmous HP and MP, she will restore 350 HP every turn and can regenerate her MP with "NEW LIFE..." randomly (Generally, she's scripted to use it at specifically 900 MP), she also can attack from 7-8 squares of distance with "Noah" and her Flash Drive "Ragnarok" can damage by more than 1200 points, so you must heal your units whenever they are hit.
The best way to defeat her is to sent one unit to stop her "Noah" while the rest avoid "Execution" which is somewhat less dangerous. Have all spellcaster equip with "Meditate" and physical unit with "Hero Spirit" is very good way. Bring Althea for resurection and Luna and Pip for Healing.
If you fail, try to level up until you're level 50+ (50 is the bare minimum for this. Even if you beat Elicia Form 1 with level 45s, your going to get annhilated at this point.) to increase your chance of winning.
TIP: you can make this battle a lot easier if you hug the walls until close combat with melee characters this stops NOAH from hitting you while you advance.
TIP: Mana Material and Dynamite are your friends: they deal set damage from good range and are unaffected by her high defenses.
